It says, "Internal Server Error" when I try to log in so if a developer can help that would be much appreciated.

I don't know what they do to accommodate anyone under the age of 18 who purchases a founder pack, but at the least they should be able to unlock the account.
There is nothing preventing underage players from buying a pack, but they must agree to a legally binding contract in order to download the beta executable(which they are not of age to sign)

You have to be 18 or older in order to sign the Beta NDA, and I think PGI is very strict on that.
But I also think its bad form to close or lock an account just because the owner of it are not old enough for the Beta NDA.
At least they should let the guy keep the account and have forums access if not beta access.
Try contacting Support and Redshift suggested, see if they can help you in some way.

Has anyone thought, that said account maybe "blocked" until such time as that the game goes live. Hence no legal worries from the team during the Beta. Just a thought here.

Yes that was actually the thought behind my post.
I was thinking the guy could at least have access to the open forums if not the game and beta forums.
No reason to block the account completely.

I'm wondering about the situations where a parent or legal guardian signed the NDA on the minor's behalf or where a parent bought two accounts to play with their child. Parents have legal responsiblity and unless there is an actual violation of the NDA an account shouldn't be locked.

I can't really see a legal reason why they would age restrict the beta. There is no content that would be considered age inappropriate by any region. And he's not getting paid for playing, so its not like he's child labor. With honesty, it's probably for quality of feedback.

Main reason is as Dragonlord said: Warwolf is legally unable to sign the NDA contract until they turn 18. I have no idea if the contract even allows a parent/guardian to sigh on their behalf though.

As has already been mentioned kid, the forum can't do anything for someone with this problem. You have to contact PGI directly.

Normally they verify age with the Credit card, but we all know how easy it is to
be fraudulent when filling in the forms. This bring to mind a small matter that
1 question will solve my puzzlement. Being that this young gentleman is 13, how
pray tell can he buy anything on a credit card? If anything the account belongs
to the owner of that credit card. No offense young Sir! Because one cannot even
apply for let alone receive a C.card at this age?
In the US, they sold it they would have to Honor that sale or refund the credit
back to the card holders card.
PS. Check with the card holder and see if they refunded the credit back to the card!!
And lastly, I would like to COMMEND young sir, on your honesty!!
Perhaps there is hope after all, for the youth of to day.

Also, that was very cool to stay honest about your age, I commend you for that. That honesty alone should grant you a pass because there is already a bunch of "underage" players that lied.
We should let the boy pass!!!!! (or girl, that is if Warwolf is a girl)
